Event 201 Pandemic Exercise
Event 201, it was a high-level pandemic exercise on October 18, 2019, in New York, NY. The exercise illustrated areas where public/private partnerships will be necessary during the response to a severe pandemic in order to diminish large-scale economic and societal consequences.
Event 201 was a pandemic simulation exercise that took place on October 18, 2019, in New York City. The exercise was hosted by the Johns Hopkins Center for Health Security in partnership with the World Economic Forum and the Bill and Melinda Gates Foundation. The event aimed to improve collaboration between public and private sectors in response to a global pandemic.

Dr. George Gao, Director-General of the Chinese Center for Disease Control and Prevention
Avril Haines, Former Deputy Director of the Central Intelligence Agency and Former Deputy National Security Advisor (Later appointed Director of National Intelligence by Biden)
Stephen Redd, Deputy Director for Public Health Service and Implementation Science at the Centers for Disease Control and Prevention
Eric Toner, Senior Scholar at the Johns Hopkins Center for Health Security
Jane Halton, Former Secretary of the Australian Department of Finance and Former Secretary of the Australian Department of Health
Latoya Abbott, Risk Management and Global Senior Director Supply Chain at Marriott International
Dr. Chris Elias, President of the Global Development Program at the Bill & Melinda Gates Foundation
Tim Evans, Former Senior Director of the Health, Nutrition and Population Global Practice at the World Bank
Dr. Sylvie Briand, Director of the Infectious Hazards Management Department at the World Health Organization
Dr. Matthew Harrington, Former Deputy Director-General of the World Health Organization
These participants, along with others, played various roles in the simulation, working through the challenges and complexities of a pandemic response. The exercise highlighted the need for collaboration between governments, public health organizations, and private industries to mitigate the impact of a global pandemic.
After the Pandemic the Biden Administration was fully able to connect many agendas under National Security and DOD Biodefense. It helped usher in the “Whole of Government” approach and massively expand government authorities while at the same massively funding all their overarching agendas under Climate Change, Global Health Security, One Health, DEI, Pandemic Preparedness, and more.
We now know that the coronavirus was indeed a gain of function experiment that got out. A gain of function experiment that the United States helped pay for. We also now know that DARPA had been working on mRNA technology that was used in the COVID 19 Vaccine starting in 2012. We know both those programs were lead by people hand selected by Obama. Fauci conducting Gain of Function Research since at least 2014 but most likely much earlier. (Read both Robert F. Kennedy Jr’s books “The Real Anthony Fauci” and the “The Wuhan Coverup”) And the head of DARPA 2012-2017 was hand picked by President Obama. She was previously head of NIST picked by Bill Clinton and she is now head of the OSTP picked by Biden. The Biden Administration just released a “Dual Use” document a few months ago. They make it clear they want to continue Gain of Function Research. The OSTP is in charge of AI development and she wants to use AI to rapidly develop new drugs and Vaccines.
Avril Haines, Dr. Brandi Vann, and Arati Prabhakar are all members of the 2023 DOD Biodefense Council that was formed due to the Pandemic.
I find all that fascinating because in the videos below you will listen to Dr. Gao and Avril Haines specifically talk about stopping all disinformation about possible lab leak theories or ineffective countermeasures.
Also the Pandemic opened the door for MASSIVE funding to everything Pandemic Preparedness to include massive funding to the Gavi Vaccine Alliance, Gates Foundation, W.H.O, World Bank, NATO, WEF/Blackrock companies, United Nations, and more as you will see in my other Substacks breaking down the Biden Administration funding and initiatives especially in 2022 to include the FY23 NDAA.

Avril Haines has many connections with President Obama to include WestExec Advisors is a strategic advisory firm founded in 2017 by former Obama administration officials, including Antony Blinken, who now serves as the U.S. Secretary of State under President Joe Biden, and Michèle Flournoy, among others. Avril Haines, who is the current Director of National Intelligence, was also associated with WestExec Advisors before taking on her current role.
